Land Use Scenario Modeling for Flood Risk Mitigation

چکیده
It is generally accepted that flood risk has been increasing in Europe in the last decades. Accordingly, it becomes a priority to better understand its drivers and mechanisms. Flood risk is evaluated on the basis of three factors: hazard, exposure and vulnerability. If one of these factors increases, then so does the risk. Land use change models used for ex-ante assessment of spatial trends provide planners with powerful tools for territorial decision making. However, until recently this type of model has been largely neglected in strategic planning for flood risk mitigation. Thus, ex-ante assessment of flood risk is an innovative application of land use change models. The aim of this paper is to propose a flood risk mitigation approach using exposure scenarios. The methodology is applied in the Pordenone province in northern Italy. In the past 50 years Pordenone has suffered several heavy floods, the disastrous consequences of which demonstrated the vulnerability of the area. Results of this study confirm that the main driving force of increased flood risk is found in new urban developments in flood-prone areas.

Information is provided on the approach and experience in flood management in the Piemonte Region. Actual practices comprise mainly: (i) the structural mitigation of floods; and (ii) non-structural safety measures subdivided into land use planning and emergency plan activation through hydrometeorological forecasting and the development of an Alert System for flood forecasting and warning. Of pa...
متن کاملPotential of semi-structural and non-structural adaptation strategies to reduce future flood risk: case study for the Meuse
Flood risk throughout Europe has increased in the last few decades, and is projected to increase further owing to continued development in flood-prone areas and climate change. In recent years, studies have shown that adequate undertaking of semi-structural and non-structural measures can considerably decrease the costs of floods for households. However, there is little insight into how such me...
متن کاملUrban Economics Model for Land-Use Planning
This chapter introduces our newly developed Spatially explicit Urban Land-use Model (SULM) as a tool for resilient urban planning. The SULM can create land-use and social economic scenarios at micro districts level based on an urban economic theory. In order to co-design transformative urban plans with local stake holders, it is important to visualize possible future land-use scenarios. This mo...
متن کاملAn Information System for Risk-Vulnerability Assessment to Flood
An exhaustive knowledge of flood risk in different spatial locations is essential for developing an effective flood mitigation strategy for a watershed. In the present study, a risk-vulnerability analysis to flood is performed. Four components of vulnerability to flood: 1) physical, 2) economic, 3) infrastructure and 4) social; are evaluated individually using a Geographic Information System (G...
متن کاملAssessing the Impact of Land Use Changes and Rangeland and Forest Degradation on Flooding Using Watershed Modeling System
Extensive flood damages all over the world necessitate its control and operation. Hydrologic impacts of land use change appear in many ways such as total runoff, and flood peak flow. This study was performed in 2014 and aimed to investigate the impacts of land use changes on the occurrence of floods in the catchment of Boostan dam in Golestan province, Iran. For this purpose, Watershed Modeling...
